The “Young Barristers” addresses the government with 7 recommendations to examine the transport policy

Non-governmental organisation the “Young Barristers” addresses the Georgian government to meet the needs of the European Union and implement international standards in order to improve quality of air polluted by transports. 

According to a statement of the lawyer of the organisation – Mariam Neparidze, enactment of government’s decision on technical support of transport system of March 1 2015 is very inportant and the organisation addresses the Georgian government to practise reforms as soon as possible.

According to evaluations of the organisation, Georgian government along with the Ministires of Finance, Environment, Economy, Tbilisi City Hall and other structural departments must provide:

  1. A development of public transport (Subway, Bus, Tram), to decrease necessities on private transport (2014-2016 years)
  2. Improvement of Autoparking and Taxoparking according to a final plan, which will take into account the reality and will not place the population in extreme conditions (Start work on the plan in 2014)
  3. A promotion of issues on road traffics and ecological safety as well as awareness of society on health problems and promotion of  inclusion of non-governmental organisations in these fields (Strategy development since 2014).
  4. A recovery of technical support system, in order to eliminate quality of air pollution by transports. Define a needed and reasonable fee for this activity according to a social wellfare of sociaty.
  5. Improve existin normative and legislative base in order to solve problems on ecological problems (Work on regulations since 2014)
  6. Import ecologically clean and economically beneficial transports by changing the revenue system. (Make decisions before December 31st 2015).
  7. Verification of patrol and diesel fuel in Georgia and gradual tightening in order to get closer to the standars of the European Union (Implement after 2014).

According to evaluations of the “Young Barristers”, the government must tighten transport policy and regulations, since 95% of air pollution comes from transports nowadays. Toxic elements endanger the health of society and principles of environment protection. Opinions of specialists, according to which air pollution is a risk-factor of illness, disabilities and death rate. It highly affects the pregnants and children. Air polluted by the transport causes raspiratory problems and tumour.

According to the evaluations of the “Young Barristers”, the solution of problems caused by air pollution is hindered by imperfect and incomplete legislative base, weakeness of control and supervision, separation of department competences, low level of coordination between departments, low amount of information and untrustworthyness. Even though norms concerning oil quality have been tightened since 2012, an amount of sulphur in fuel is 25-30 times more than it is stated by the standards of the European Union. In addition to this, because there is no proper control system, most of the cars are faultry.
