15 August, 2014

The organization ''Young Barristers”, appeals to Georgia's government, out of high public interest, to review ''classified cases'', that took place during 2003-2012 board administration period, and to expose the information, that  does not represent Government's secret, to public.

Co-founder and leader of “Young Barristers”, Archil Kaikatsishvili states  that organization will utilize the authorization given by  Georgian law act's 19th article  about '' secret information  of the government'' and will appeal with question  to  Georgian government, also to the new mayor,  to  conceal government's  classified information.  According to law, the grounds for removal of classification are the changing of objective circumstances, after which it won’t be necessary to conceal the information, which used to be secret before, and government bodies, are obliged to review the data about the secret informations, to evaluate the necessity of secret information according to specific cases.

Due to “Young Barristers”-s statement, after 2012 parliament elections, new political and jurisdictional environment, leaves the opportunity, for the society to own the information about the secret documents that were concealed during former government, if it is derived from private, or small party interests. The government has already exposed the will, to satisfy society’s high interest about ''classified information'' and exposed the arrangement between governments and businessman Mr. Badri Patarkatsishvili’s property, also the alienation of the TV Company ''IMEDI''.  '' classification is also lifted from Government’s special security services expenses, but during 2003-2012, many well-known facts have been discovered behind the government secret works - '' the case of Photo reporters' ‘‘, the case of Vakhtang Maisaia, special operation ''Enver's'' case, the disposed finances from former president's reserve fund and the security council budgets, the negotiations between Georgia-Turkey about building the Muslim chapel and etc.

''Young Barristers'' also appeal to new mayor of Tbilisi, Davit Narmania, to expose to public the ''classified'' documents. ''Young Barristers’’ suppose that, during 2004-2014, Tbilisi city hall classified cases to cover financial violations. The organization pays the special attention to negotiations with the companies “C.T. Park” and “Tbilisi Minibus”. Also, it is important to review all the documents concealed during 2004-2014, during the administration of former government of the city, and uncover the real grounds for it’s’ classification.

''Young barristers'' explain, that concealed must be the information, which serves for the state's security. The organization appeals to government to expose all those documents, with high interest from public and not to use the classification for private interest, but for state's security.  We suppose that the exposal of such documents will strengthen institutional dialogue between the people and the authorities.
