The President of Georgia allocated 3,372,101,9 GEL for 34 non-governmental organizations

The organization “Young Barristers” publishes the results of the monitoring regarding financing various non-commercial legal entities from the President’s reserve fund and  allotments   in the years of 2011-2015. According to the research , in total 3,372,101,9 GEL has been spent on cultural , educational and entertaining  events. 

According to the statement of the “Young Barristers” lawyer, Lasha Tsibadze, the monitoring includes  the expenditures  of the Presidential reserve funds and  allotments  between the period  from January 1, 2010 till  February 6, 2015. The organization requested the Administration of the President of Georgia  for the information of the funds, allocated from the President’s funds  for non-commercial legal entities  and which organizations had received  such funds  within this period.

On the basis  of the evidences studied by the organization, in total 34 different non-commercial organizations have been financed form the President’s reserve fund and allotments. In  2011-2014 and by the situation of  February 6, 2015 , funds allocated from the Administration of the President of Georgia was distributed as follows:

  • In 2011, 1350 GEL was issued from the President’s reserve fund and allotments. The recipient of the fund is a single sole proprietor ;
  • In 2012, 1,218,463 GEL was issued from the President’s reserve fund and allotments. The recipients of are 4 different non-governmental organizations;
  • In 2013, 829,659,1 GEL was issued from the President’s reserve fund and allotments. The recipients are 12 different non-governmental organizations;
  • In 2014, 1,315,629,8 GEL was issued from the President’s  reserve fund and allotments. The recipients are 16 different non-governmental organizations;
  • In 2015, by the situation of  February 6,  7000 GEL  has been issued from the President’s reserve fund and allotments so far. The recipient of the fund is a single non-governmental organization;

The funds issued from the President’s reserve fund and allotments in 2010 is not included within the scope of the monitoring represented by the “Young Barristers”, due to the reason, that in the information submitted to the organization  by the Administration of the President of Georgia, there is no data regarding this year.

The organization emphasizes, that according to the submitted information,  most of the funds were transferred to the following organizations: The “Caucasus Institute for Peace, Democracy and Development” – 800 000 GEL; The “Life is Beautiful Foundation” for the Promotion and Development of the Journalism” – 200 000 GEL  and The “Georgian Youth Parliament” – 150 644 GEL.  In 2013 : The  “Young Initiation for Future Georgia” – 90 659,10 GEL ;  The “Kartli Wine Association” – 397 000 GEL; The  “Georgian Wine Association” – 110000 GEL; The  “European Youth Parliament - Georgia” – 15 000 GEL;  The  “National Hiking Federation” – 17000 GEL; The “Georgian Mountain Guides” – 34 000 GEL;  In 2014 : The  “Unity of Judges of Georgia” – 184 535 GEL; The  “Georgian Judges Association “ - 127 121 GEL; The “Ars  Vivendi- Child and Youth Health Research and Development Center ” – 84 660 GEL; The ” Dialogue and Development Foundation”  -  22322 GEL;  The Foundation “ Train of Love “ – 25 000 GEL; The organization “Our Initiative”- 30700 GEL;  The organization “Kamara”- 24 480 GEL;  The Voice From Georgia“ – 64431GEL ; as for the situation in 2015, by February 6,  the only organization financed from presidential reserve fund and allotments ,  is the “Platform for Changes”,  which has received 7000 GEL for the implementation of the  project planning  creation of cultural and educational space for Pankisi Gorge youth - The ” Village Photographers - Pankisi Gorge” .

The organization “Young Barristers” pays attention to the irrelevance   between the information submitted to the organization by the Administration of the President of Georgia regarding expenditures of the Presidential reserve fund and allotments in December 31, 2014 and that of the  March 13, 2015,  reflected in  the amounts of funds and the numbers of organizations receiving them. For example, according to the data of 2014, the following  organizations : “International Center for Geopolitical Studies” and the branch of the foreign non-commercial legal entity in Georgia are missing. In the data of 2013, the non-commercial legal entity “Litera”  is missing, while these organizations have received in total 81,698,4 GEL according to the President’s Administration official letter of December 31, 2014. In addition, it is also noteworthy, that in 2013, the “Georgian Mountain Guides” received additionally 8625 GEL , that is missing in the data of 2015 provided  by the Administration of the President of Georgia. It is also interesting, that according to the data of  2015,  the following organizations: the “Virtual Abkhazian Archive”, the organization  “Our Initiative” , the “Dialogue and Development Foundation” and the  “Georgian Judges Association”  have received much less funds from the Presidential funds provided by the  data of December 31, 2014,  then it is specified in the response of March 13, 2015 of the Administration. Due to the high public interest towards the issue, the organization considers it reasonable, that the Administration of the President of Georgia  provided relevant comment regarding the issue.

The “Young Barristers” considers, that the reasonableness of the expenditures of the Presidential funds may become the issue for discussion, as it is obvious that the majority of the  projects, financed from these funds are not social but the initiatives by the organizations are for arrangement of the cultural, educational and entertaining events. In this direction, it is important to review  the reasonableness of the President’s  reserve fund and allotments  for the rest 2015, and determine most priority directions that will serve for creation of  social activities and sustainable projects.
