In parliamentary elections of October of 2012, the authority made full mobilization of mandator institute. Mandators of Tbilisi notify “Young barristers” without identification that they have already taken the task to carry out active control in future elections. According to their information, authority trained mandators as observers and they will “observe” elections by the name of different organizations. There is talked about 1000 mandators, who will be distributed among the districts of Tbilisi.

From our point of view, mentioned fact points once more that there shouldn’t be free elections in the interests of authority, refuse in usage of administrative resources and governing political party prepares for massive falsification (rigging) of elections. Participation of mandators in elective process is nothing more than clear example that observers of authority like previous elections will continue fearing of citizens who came to election districts in future elections and their task will be rigging of elections. As it is seen, stealing of elective urns, adding votes in elective boxes and creation of other hindering conditions of free elections will be depended on the dignity of trained mandator. 

Authority tries to make constant discrimination of mandator institute and make the party of political processes, for reformation of the institute millions were spent. As it is seen, the goal for today is such: authority tries to control not only schools, but also elections by the help of mandators. Appearance of mandators at Georgian schools showed society that authority tries to establish police methods by different methods and majority of educational system calls mandatory service as police service and not defender service of the principles of security school.

Not long ago society heard the assessment of the Catolicos Patriarch of Whole Georgia “They don’t bring up children; they made them informers against their teachers and friends. That’s why this question should be studied. We can’t bring up children in fear. We should bring them up only with love and kindness” – pointed patriarch, though there hasn’t started the social discussion yet. 

We think that by the fact of participation of mandators in the elections there is the legitime precondition of setting in motion the articles - 48 and 49 of the Code of Election of Georgia that means prohibition of using administrative resources in the elections and abusing one's position. That’s why I appeal the public prosecutor's office to get interested by mentioned fact, investigate and follow the adequate reactions.

Besides, we address the representatives of government once more to take the calling of the patriarch into consideration and to review the functions and general institute of mandators now in the elective section.
