The Organisation “Young Barristers” addresses the government, to immediately solve the difficulities in the tender at Georgian Ministry of Education and Science and to name the company, which will be able to supply educative schools with the netbooks for first graders in the shortest time.
Accrding to the statement of the lawyer of „Young Barristers“, Jaba Sirabidze, there must be an objective evaluation of the tender’s actual and legal circumstances, to exclude further complications, which will influence the state of educational system. It is important, to ascertain and evaluate the complications that arose during the tender, announce the group responsible for them and mistakes, that lead government to these difficulties.
On the basis of “Young Barristers” evaluation, Georgian Ministry of Education and Science should have shown the corresponding readiness and it should have been easy to fosee the risk-factors of the tender. The term of the tender, that the company supplying netbooks should have had 10 year experience of manufacturing them, is still debatable. This term, according to the presented tender, was a newanse, and there is no company with such experience on Georgian market. In addition to that, it is important to clarify why were there such companies as “UGT” and “Algorithm” participating in this tender if they could not satisfy the given criteria, or if their participation in Georgian tender was determined for their foreign partners, why did the tender fail.
The organization states, that it would be sufficient to establish a certain standart for the tender, and in case of satisfying these standarts, both, experienced and new companies could participate. In addition to it, if one of the terms of the tender was to have a 10 year experience, the government should have considered the involvement of foreign companies with such experience
„Young Barristers“ think, that announcing the tender 4 months before the beginning of school year is sufficient amount of time to properly fulfill the responsibilities, though there was no consideration of the circumstanes, how wold the ministry act if tender should fail. Accordingly, Georgian government is responsible to come up with immediate solutions. Thus, the organization considers directly purchasing 46 000 netbooks right away will be the solution.
For the information: Georgian Ministry of Education and Science declared a tender on purchasing portable computers on May 14th, 2014. The tender costs 20 500 000 laris, although, it was announced in July, that the chosen company “UGT” was having difficulties, because of which it was unable to continue tender in the same form
