The actions of Murman Dumbadze include the signs of criminal offence

The organization “Young Barristers” states,  that the intervention of the parliament member Murman Dumbadze in the executive and legislative authorities of the Adjara region is a violation of constitutional principles and indicates that there is the signs of criminal offence in his actions.

Co-founder and director of the “Young Barristers”, Archil Kaikatsishvili states, that the developed polititical process in the Adjara region should be assessed legally. The statements of Murman Dumbadze directly indicates the circumstances when the vice-speaker of the Georgian parliament, without any legal power directly interfere and make decisions on matters of local importance defined by the Constitution of the autonomy. There is an attempt of the legislative authority representative to influence the political branches of the regional government, which is not permitted in any legal responsibility. It is unacceptable that the member of parliament defines regional public and human resources policy. Accordingly, we believe that there are sufficient legal, political and social arguments, that the Vice-Speaker of the Georgian parliament Dumbadze to resign and/or come into force the regulation of the suspension of his official power.

In the opinion of the “Young Barristers” the actions of Murman Dumbadze include the signs of criminal offence. The position of the Vice-Speaker of the parliament, that in the Georgian parliament will not appear the so-called traitor deputation, who approves the requested suspension of the power of the Vice-Speaker, or in such a case the "Georgian Dream" is going to fall apart in the Supreme Council of Ajara – is the compulsion of the legislative body of the region. The aforesaid statements of Murman Dumbadze, should be evaluated legally as the threat towards the faction members. In case Murman Dumbadze is dismissed from the position of the Vice Speaker of the parliament and the governing political faction of the Adjara Supreme Council is disbanded, it must be assumed that the members of the Georgian parliament, gained the political influence on the legislative body of the autonomy, which is a fact of abuse of the official power.

The "Young Barristers" estimates, that the issue of faction establishment or collapse, is the prerogative of the Adjara Supreme Council and its members clearly. The organization believes, that there are signs of abuse of the official power, coercion and threat in the statements and actions of Murman Dumbadze, which is punishable under the Criminal Code.

The organization appeals to the Parliament Bureau to discuss the behavior of Murman Dumbadze concerning the Adjara issue.
