Organization “Young Barristers” has represented research results regarding “Georgian Government In the Process of EU-Georgia Association Agreement implementation”,which was devoted to analyzing the progress and implementation process of Assosiation Agreement and study of the ongoing expected measures on this way on behalf of the ministries of the Country.

By the statement of “Young Barristers” lawyer,Nino Isakadze,the Government of Georgia is successfully implementing Assosiation Agreement with EU and an Agenda of Assosiation proved by Annual Action Plan of 2014 and is currently working on National Action Plan of 2015,which involves the components of Deep and Comprehensive Free Trade Area Agreement as well. (DCFTA).The research shows the consistency of fulfillment measures on behalf of different ministries of the country. The survey of the government activities indicates,that Georgia has successfully began implementation process of the Association Agreement.

By “Yong Barristers” appraisal,according to the National Activity Plan,implementation of the liabilities imposed by Association Agreement has been succssefuly fulfilled by following ministries:Ministry of the Regional Development and Infrastructre,Ministry of Labour and Social Affiars,Ministry of Education and Science of Georgia,Ministry of Internal Affairs,Ministry of Energy,Office of the State Minister for Reconciliation and Civil Equality,Ministry of Sport and Youth Affairs,Ministry of Environment and Natural Resources Protection,Ministry of Culture and MonumentProtection,Ministry of Defence,Ministry of Internally Displaced Persons from The occupied Territories,Accommodation and Refugeesof Georgia,Ministry of Agriculture of Georgia,Ministry of Economy and Sustainable development.

Because of the lack of information in the frameworks of the research,it became very difficult to figure out the quality of the effectevness of works of the following ministries: Office of the State minister of Georgia for Diaspora Issues,Ministry of Corrections of Georgia,Ministry of Finance of Georgia,Ministry od Foreign Affairs of Georgia and the Office of the State Minister of Georgia on European and Euro-Atlantic Integration.The information demanded in the frameworks of the survey was not provided by the Ministry of Justice of Georgia.In spite of this,the study makes it clear that the policy of the Government will is unchanged and the implementation of the Association Agreement with EU is in progress.

The study reveals,that the government is working within the frameworks of the Association Agreement for formation of Georgian-European civil society platform.Besides,every year,the Government developes  National Acting Plan  to fulfill the implementation of Association Agreement and Annual Action plan.2015 National Action Plan has also been worked out by the relevant state agency,which involves the components of Deep and Comprehensive Free Trade Area Agreement as well. (DCFTA) . The research makes it clear,that foreign policy of the contry has remained unchanged,as the government remain faithful to the fulfillment of the EU-Georgia Assosiation Agreement.

 “Young Barristers”  in the framworks of research has asked  19 ministries of Georgia for  the following information:

• What kind of strategy does your agency have in order to fulfill the liabilities provided by Assosiation Agreement. Please,represent strategic document.
• Which of the reforms,provided in te Association Agreenment,are planned in your agency
• Have you already started implementation of any of the reforms provided in the Association Agreement. If so, at what stage is this ongoing process.

The research of the organization has started on October 13,2014 and initialy it considered to analyze the works of only 5 ministeries,but after the changes in the Governmant in November 2014,when  Minister of Foreign Affairs of Georgia and State Minister of Georgia on European and Eurro-Atantic Integration have left their positions,The president stated that the discussion should be held in order to appraise the process of implementation of Association Agreement and the Main Plan of effective Cooperation with NATO .Thus the Organization has widen the frames of research and has asked forrelevant information from the other ministries as well.The survey has been sent to International Organizations and dimlomatic corps.It is also available  for citizens on the official web site of the organization.
