We, Georgian Non-Governmental Organizations, express our attitude towards the end of 10-year governence of Konstantine Kublashvili of Supreme Court of the country by joint statement and conclude,that era of Konstantine Kublashvilis ruling should be appraised as the Democracy Under One-Party Rule.

We believe, that during the period of Konstantine Kublashvili ruling,justice system was not independent, regarding certain cases the judges were performing the will of high ranking political figures,proceedings were not based on the main principles of true adversatiality and equality.In 2005-2012 attorney sevice have been significialy affected,the Court was not able to adopt decisions in conflict with political will and interests,the Court served the goal of legalizing system crimes,the court was not able to ensure implementation of high quality justice.Increasing the  role of certain individual judges ,inability of local national courts have led to the creation of the syndrome of impunity.Thus the court has failed in  defending the most cignificent and fundamental values of both state and citizens-the right to life and property.Accordingly, the system of justice was not able to comply with European standarts and sertain infrastructural projects and administrative kind of changes ,implemented within the system were unable to influence on the  quality of independence and freedome of Justice. 

Nowerdays system of justive needs urgent changes,new menegment; as for the judicial reform ,it is in need of regaining  public trust and full endependence from any kind of infidgement.We think,that despite the hard heritage ,new Chairman of supreme Court together  with high Council of Justice should pay attention at the problems in courts of different jurisdiction and guarantee true independence of courts,ensure practical use of principle of impartiality and creation special convenient environment for free and unforced decisions.    

We, non-governmental Organizations, in te current political,social and legal situation,are concerned with the significance  of increasing the role of legislative branch , as we believe that it should become the main arbiter in the process of restoring justice.Our engagement and monitoring acquire special goal,not let Judicial System return to the old ,already experienced period ,but instead to go ahead towards development and come more and more closer to the European standards, and in this process we do feel our role and responsibility.
