The “Young Barristers” appeals to the Parliament of Georgia to begin impeachment proceedings against Giorgi Papuashvili

The organization “Young Barristers” appeals to the Parliament of Georgia for raising the issue of impeachment of Giorgi Papuashvili - the Chair of the Constitutional Court of Georgia  and calls the current Chair himself, for   resignation. _ the Chief-executive  of the organization, Archil Kaikatsishvili  has declared  these demands  during the protest campaign, arranged against Giorgi Papuashvili on April 6, 2015  at the Constitutional Court of Georgia .

According to the barristers of the organization, Giorgi Papuashvili has completely ignored Government’s promise to the public on the timely and effective investigation of the cases regarding  property confiscations, and instead, has decided to sell the disputed property through a sham deal. As the public is well aware, Giorgi Papuashvili has been living in the house, confiscated from Roland Bladadze  since 2007,  after Georgia’s Rose Revolution of 2003 and the property  is still  subject of  the legal dispute. The case of  transmission of the property, confiscated from Roland Bladadze, is under the consideration in the Department of the Crimes Committed  During  Investigations of the Prosecutor’s Office of Georgia. The investigation regarding  misappropriation of the garage, owned by Roland Bladadze, is in progress under the crime of forgery in the Investigation Department of the Autonomous Republic of Adjara. Despite this, Giorgi Papuashvili concluded  real estate purchase agreement with Giorgi Levidze on March 17, 2015 . According to the agreement, the house was sold to Giorgi Levidze for 195 000 USD. Due to Roland Bladadze’s lawyers’  demand ,regarding the sequestration of the house, confiscated from Roland Bladadze, the National Agency of Public Registry refused Giorgi Papuashvili to recognize  and thus to register  the purchase agreement.  For now, the process of alienation of the property, legally owned by Roland Bladadze, is temporarily suspended. 

According to the evaluation, provided by the organization, Giorgi Papuashvili is  not only an unscrupulous  owner of the property, but he  also concluded fictional  real estate purchase agreement with Giorgi Levidze on March 17, 2015, which should be cancelled as the sham deal. Such  decision on behalf of Giorgi Papuashvili, directly contradicts the process of restoring justice. While the relevant authorities have not expressed their conclusions towards the case, an attempt to sell the disputed property, is the  direct declaration of disrespect towards the principals of the legality and justice  on behalf of Giorgi Papuashvili and even more, an attempt to hide the  crimes possibly committed by him.

According to the assessments of the organization, the actions of the Chair of the Constitutional Court of Georgia is incompatible with implementation of the  judicial authority. Accordingly, the Parliament of Georgia should discuss the issue of the legal liability of the Chair of the Constitutional Court of Georgia, or otherwise, Giorgi Papuashvili should express  relevant  civil liability and resign, due to the importance of  maintaining trust towards the Constitutional Court of Georgia.

After  the protest campaign,  the “Young Barristers”  has provided  Batumi residents  with special edition  free newspaper  regarding Rolan Bladadze’s case - “Giorgi Papuashvili in the confiscated property” . The newspaper fully covers the history of the case, its development and current situation. More than 500 citizens got the newspaper. The organization has transferred it to all the members of the Constitutional Court of Georgia as well.

The protest campaign at the Constitutional Court of Georgia arranged by the “Young Barristers” was joined by human rights activists , well known for Adjara. The campaign was attended by the Bladaldze’s   family , relatives and friends.

The defenders of the legal interests of Roland Bladadze, will appeal to the court against the decisions of Giorgi Papuashvili. The organization will also ensure that diplomatic corps and international organizations in Georgia were aware of the case.
