On June 13, 2015, a group of NGOs, consisting from “Young Barristers", “Center for Civil Involvement”, “Position” and “Youth Centers – Our Generation 1921”, held special press conference in Tbilisi regarding “MP Attendance”. The Heads of the organizations welcome critical attitude expressed by the Chairmen of the Parliament of Georgia, Davit Usupashvili, on the issue of MPs absence during the sessions without a reasonable excuse. Archil Kaikatsishvili, the Head of “Young Barristers” states, that Davit Usupashvili’s announcement is a demonstration of the high responsibility and political accountability. However his approach to change situation by introducing new regulations, according to which absence of the MPs due to the “family conditions”, will no longer be regarded as an excuse, contains some risks, since some MPs are likely to oppose proposed changes due to political or subjective views.
Archil Kaikatsishvili has also introduced to the society 15 MPs having missed Parliament sessions more than 50 times. In this situation, it is important, that new changes were supported by current MPs. The research, made by “Center for Civil Involvement”, revealed that Eka Beselia, the Chair of the Human Rights and Civil Integration Committee, is the only MP with only one absence without an excuse and with 18 legislative proposals introduced during 2012-2015.
The NGOs state, that they are actively working together on the legislative proposal, according to which “family conditions” will no longer serve as a justification for absence. For the beginning, “family conditions’ should be clarified.
